How to switch in four steps
Remove the old app’s code
Check theme.liquid, your snippets and Google Tag Manager for the old app’s scripts, and remove them. Uninstalling an app does not always remove code it added to your theme.
Uninstall the old app
Uninstall it from Shopify Admin, then open your store in a private window and check that its banner is gone.
Install Pandectes

Is uninstalling my old consent app enough?
Not always. Some apps add scripts to your theme, to Google Tag Manager or to Shopify custom pixels, and uninstalling the app does not remove them. Check for the old app’s code before you uninstall it, as the step-by-step guides above describe.
Can I run two consent apps while I switch?
